Make sure you have suitable storage for the goods as they come in. Another thing to look out for is the drop off points have a capacity of 300. When 2 hits 20 gears, it will stop accepting any more and the rest will sit in district 1. This way when your first district hits 50 gears, it will start exporting to 2. In district 2, set the maximum number of gears to 20 and it will only accept gears until it hits 20. So, for the scenario you want, set the minimum value for gears in your main district to 50. Unfortunately, the way the system works, you cannot set a 2 way trade to balance 2 districts to a minimum value very easily.
